Does the add friend button reset after someone declines you

The first reason why the add friend button is not showing, has disappeared, or missing on facebook is because the user has restricted their privacy settings.I am not blocked from his page, i just can't add as a friend.Look at the gray button next to the person's name.The user restricted their privacy settings.'add friend' button does naught but add one as a friend, you can send people pm without adding them as a friend just fine.
